In theory, yes.

If you put enough antimatter in, you could in theory annihilate a black hole.

Also, one could throw tons of particles that would change it's momentum so it stops spinning.

Neither of these is possible for humanity.

Also, there is absolutely no reason to destroy black holes.

It is theorized that black holes hold galaxies together, so destroying one seems like a very bad idea, even if it were possible.
