If lighted belts and reflective vests and gear are legal, why would tire caps be? I'd use them until I got a ticket even if they weren't. Anything that makes you more visible could save your life.
No, it is not legal to have blue LED lights on a motorcycle in the state of Tennessee. Many states in the US do not allow motorcycles to have blue LED lights.

There are no laws that it is illegal to have a certain color lighting , just that they meet regulation for size.
Im pretty sure its legal,but if they were strobing or flashing they could cause a distaction to drivers. When i was in PA and OH i saw some cars and motorcycles with steady beam led lights.. soyou should be fine.:)
Don't know if they are legal or not, but I do know that they will cause your valve stems to leak. The extra weight of the cap will cause the valve stem to be pushed to one side when the tire rotates at highway speeds. This will put undue stress on the valve stem and eventually cause it to start leaking. Plus, someone will probably steal them anyway. Been there and done that myself. Don't install them.

Most likely, yes. Most states could care less about if you have LED lights or not, because LED lights are safer. Many motorcycles are sold with LED lights on them already.
