Yes, palestinians are arab.

Arabized through Islamicization, but not anciently Arab. They self-identified as Syrians back in the days of the British Mandate, or just self-identified by family or village or tribe, but never called themselves "Palestinians."

Generally speaking, when someone refers to "the Palestinians" they are referring to the Settled Arab population (as opposed to the Nomadic Arab population) of the former British Mandate of Palestine, exclusive to the Yishuv or Jewish Settlement, and the descendants of said Arabs. As a result, Palestinian in this sense is defined exclusive to Jews. This is the sense that is invoked when people talk about Palestinian Statehood and a distinct Palestinian identity.

However, when the British were in power, from 1919-1948, everyone in the Mandate of Palestine was given a Palestinian nationality. As a result, the Jews in Palestine at that time (including the Halutzim or Zionist Pioneers and New Yishuv) were all Palestinians. The Israeli Right-Wing Newspaper, the Jerusalem Post, used to be called the Palestinian Post in this period for this reason. So, technically, those Jews who were born in or lived in Mandatory Palestine prior to the State of Israel's declaration of independence can be considered Palestinians in this sense. Most, like almost all of Israel's former Prime Ministers do not accept this appellation and it is more commonly used among Arabs to delineate between "the Jews they would accept" and the "the Jews they would not accept" in an Arab State of Palestine.
