That only depends on if he/she has had a life with an abusive owner or a loving one. I used to own a rottweiler, and he was really sweet. Just because they were bred to be guard dogs doesn't mean they're mean.
Rottweilers are generally loving and compassionate. They however have an innate nature of being highly protective of their owner and family, even to the death.
What makes them bad is irresponsible breeders who don't take the time and resources to train these dogs. A Rottweiler is actually more friendly than most other breeds.
Rottweilers have a nature of being vicious and they can bite at any time. But if you treat them very very good and give them love, they will react to what you taught them. If you treat them bad, they will be bad,(it is not their fault they have that nature! They are very nice.)
Rottweilers are fantastic dogs, I'm afraid it is bad ownership that gives them a bad name. If they are correctly socialised and trained at an early age, they make brilliant family pets.
May I second that opinion, having seen a good friend adopt a young, rescued Rottie, and seen how happy he is with his new family and how well behaved he is. I entirely agree that responsible ownership is the key.

If treated cruelly or roughly a Rottweiler can a disposed treatment whereas on that is treated with affection can have a very reassuring temperament. When considering a Rottweilers temperament always consider the way in which a Rottweiler was raised.
Generally doclie and affectionate, although like all dogs they can be spoiled by bad owners. Given their size and power, discretion is always called for.
