Best Answer

They are computer created software based on voice banks of real people.

So, technically yes, they are robots.

Extending the answer:

The closest "Vocaloid robot" known to exist is a prototype called HRP-4C that could use any Vocaloid voice library. HRP-4C itself is a female humanoid robot developed by the National Institute of Advanced Industrial Science and Technology, a Japanese research facility. Her first demo to the public was in 2009. She is known to have used at least 3 Vocaloids in demos. One was a prototype called CV-4Cβ (CV-4C beta) made by Crypton Future Media, the same studio that created Miku Hatsune. CV-4Cβ used a variant of Vocaloid optimized for speech, instead of singing, called Vocaloid-flex. HRP-4C has sung using Miku Hatsune and GUMI voice libraries.
