If you're on a website, report the bully to the site administrators.If you're on WikiAnswers, report the cyberbully to a supervisor. Cyberbullying is not tolerated on WikiAnswers and supervisors will take appropriate action to stop it.
You cannot block questions on WikiAnswers. Only Supervisors have the ability to get rid of a question, but there is no such action as 'blocking a question'.
All Supervisors are always looking out for anyone cyberbullying, and when they see it the contributor is blocked. There are people working constantly reviewing and correcting answers and they remove inappropriate contributions when they find them and block the contributor if necessary. If you see any cyberbullying please report it to a Supervisor, they will deal with it, or report it by email to the Community Advisors as explained in the related link provided below.

Mentors correct new Supervisors when they make a wrong action, and praise them when they do it right. Mentors are among the most knowledgable among the community, and know how to use every feature on WikiAnswers.
If a WikiAnswers Supervisor is found to be abusing any of their powers, they are demoted immediately and taught how to use them correctly. If a Supervisor is knowingly abusing their powers, they are blocked from contributing.

Yes, they do. Once you report a mission completion, the TIP Supervisors will look at every single one of your contributions towards the mission. Every action you perform on WikiAnswers is recorded. The TIP Supervisors are not only looking for perfection in your tasks, but they are also looking for errors and slip-ups. We're not saying you definitely will slip up during missions, but in case you do make a mistake, the TIP Supervisors can point it out to you and educate you on it. The purpose of The Initiates Program is to educate contributors. Reportedly, the TIP Supervisors can be slightly more strict than SPA, WIT and Community Outreach when checking missions - this is because they expect a "Supervisor standard" from TIP members rather than a "contributor standard".
You can click the red 'report abuse' button, top right of the question screen. Any contributor can post a message on the Community Forum, under Report Vandalism and Abuse. A supervisor will then look into the matter and take appropriate action. The Community Forum is monitored by supervisors 24 hours a day. WikiAnswers has many contributors ranging from young people to old-aged people, and from almost every profession. You should not find any filthy words being used on any answer because there are Supervisors that specialize in dealing with vandals. If you do happen to find an answer that used profane language and it was not caught by the website's bot, or a supervisor, make sure to flag the answer and a Supervisor will take further action to improve your community experience.
