Yes, they are.

"The typical fine, straight, and silky Yorkshire Terrier coat has also been listed by many popular dog information websites as being hypoallergenic. In comparison with many other breeds, Yorkies do not shed to the same degree, only losing small amounts when bathed or brushed. [8] and it is the dog's dander and saliva that trigger most allergic reactions.[9] Allergists do recognize that at times a particular allergy patient will be able to tolerate a particular dog, but they agree that "the luck of the few with their pets cannot be stretched to fit all allergic people and entire breeds of dogs."[10] The Yorkshire Terrier coat is said to fall out only when brushed or broken, or just said to not shed.[11] Although neither of those statements agree with what biologists, veterinarians, and allergists know about dog fur, allergists "think there really are differences in protein production between dogs that may help one patient and not another",[10] meaning that some allergic people may not have allergic reactions to a specific dog, like the Yorkie." -Wikipedia

Yes, because they have hair like people and do not shed. Also, they don't have much slobber (I say that because some people are allergic to dog slobber).

What kinds of dogs are hypoallerginic?

"Hypoallergenic dogs" are those that shed very little because it is thought that they produce and expose less dander, which is what causes allergies in humans. Are chorkies hypoallergenic?

Both Chihuahuas and Pugs shed, so I would assume that they are not "hypoallergenic" at all. This is because dander, which is the substance that causes allergies in humans, is found in the dog's hair. So, the more the dog sheds, the more dander there will be around the home, on clothes, and so forth. Do hypoallergenic dogs shed as much hair as regular dogs?

NO. I know that because I am allergic to some dogs.

Does hypoallergenic dogs work?

There is no such thing as a completely "hypoallergenic dog" because all dogs have dander, and that's what causes an allergic reactions in affected humans. However, low shedding dogs typically produce less dander and since they don't shed much, they also expose the owner to less dander, which decreases the risk of an allergic reaction in humans.
