A 4 week old kitten's eyes are not supposed not to be small since they open up by the second week hence they are becoming big.

Kittens eyes normally change colour from about 3 weeks. kittens have blue eyes at birth, but around 3 weeks they take on adult tones of greens, oranges and yellows. The change is usually complete by 4 months. White cats with blue eyes are often deaf. It is very unusual for a cat to keep it's blue eyes unless it is of pedigree breeding, and unusual 'dilute' colours are more likely to have blue eyes.
