Faulty coolant temperature sensor?
Faulty coolant temp sensor can cause the vehicle to run poorly, if run at all. If you are leaning toward replacing the sensor you will be happy to know the sensor is relatively cheap, around $12, and simple to replace. Why would the temperature gauge read cold when the antifreeze is low?
The temperature sender (the sensor that sends the temperature signal to the gauge) has to be immersed in coolant in order to correctly read the temperature. If the coolant is so low that it leaves the sender high and dry, the temperature shown on the gauge will not be a true reading. if the sensor is not immersed in the coolant, there a big chance it wont read at all...

The coolant temperature sensor, which is located behind the engine block near the firewall, senses when the coolant temperature reaches a predetermined temperature so that the transmission can shift into overdrive. This sensor and the hose preceding it can get gunked up with cystallization from the coolant (red Toyota coolant is notorious for doing this) and can prevent proper flow to the sensor i.e. your transmission may take longer to shift into overdrive or may not shift at all depending on how constricted the hose is.

If you mean that the engine fan is on at all times and that the temperature gauge is indicating that the engine is hot, even when it is cold, then the problem is your coolant temperature sensor. Your car probably has an electronic engine cooling fan,which is turned on by the vehicles computer when it is signaled by the coolant temp sensor. The coolant temp sensor also gives the reading for the dashboard gauge, and if it is reading hot at all times, then the computer thinks the engine is overheating, and is probably retarding the engine timing and cutting back on or increasing the fuel mixture(effectively ruining your gas mileage), in an attempt to save the engine.So replace the coolant temperature sensor or have the electrical circuit checked by an automotive repair professional.

There is NOT a choke on any fuel injected engine. The coolant temperature sensor does the job of what used to be the choke. When the coolant in the engine is cold, the coolant temperature sensor tells the engine control module and it determines how rich or lean to make the engine run. You can use a scanner to see if it and all the other sensors are doing the job they are meant to perform.

Because if the sensor temperature part is defective it will automatically turn on the fan all the time. If you unplug the temperature sensor in the cooling system the fan will automatically come on. You need to replace the temperature sensor that goes to the Powertrain Control Module (computer).

I just worked on one of those this week, same symptoms. It also had a check engine light on, read the codes, came up with code 15, coolant temperature sensor/circuit fault, replaced the coolant temp sensor and all is well. Cheap fix for $15.
