If you are asking about American Indian tribes, then no. Black foot Indian is an American tribe but no: African Americans are originally from Africa.

If you're asking about the 11 lost tribes of Israel, the answer is still no. Even though we really don't know what happened to them, black folks in the U.S. came from many different parts of Africa. So, even if a few are descended from members of the lost tribes (pretty likely, actually), it would be only a very small percentage.

Many do believe that one of the lost tribes ended up in Ethiopia, but there are very few African Americans from Ethiopia, and even if it's true, they would have been a small percentage of Ethiopians. (Years ago, a few hundred Ethiopians were flown to Israel.)

Note that there have never in history been more than 20 million Jews (the number before WWII, and probably near that number today). The 11 lost tribes probably had something like 5 million people; that is the population of one good-sized city. So, even if you invented a plausible theory explaining the earlier problems, the numbers just don't add up.

Are whites and Chinese a part of the 12 tribes of the bible?

No. All twelve tribes are from Israel. They are known as the twelve tribes of Israel, they all descend from Abraham's grandson who was named Israel. There are some offshoot religions that claim to be one of the tribes, or a "lost tribe" of Israel, but blood tests have proven they do not descend from Israel.

How did the Lost Tribes of Israel earn their name?

Where the kingdom of Israel was destroyed by foreign invaders and its people scattered, the identities of the legendary Twelve Tribes were seriously compromised and it became customary to speak of these as "lost." In recent years, some folks in places rather remote from Israel have been noticed as practicing Hebraic customs, some of these people even identify themselves as one or more of the "lost tribes." However, cultural diffusion is a tricky thing, as ideas can be passed on without exchange of the actual people. New sciences such a genetic profiling may someday give us a more definitive answer on who belongs to the "lost" tribes.
