I'm presuming your meaning sales taxable. That of course is a State (and sometimes even more local) set of rules..and telecommunications taxes of all types are really complex), but in general..yes. Simply, on these types of bills, at least one of the possible tax authorities is going to tax whatever it can and isn't prohibited by other rules. No reason that charge would be prohibited. Had you contined the service, the service your now paying (a presumably lower fee to get out of) would have been taxable.
