The depends on the religion of the couple celebrating the marriage ceremony. To contract marriage validly in the eyes of the Catholic Church, a Catholic is required to marry in a Catholic ceremony, even if they are marrying a non-Catholic. If neither party is Catholic, the Catholic Church would consider the civilly-wed couple to be validly married, but not sacramentally married.

The Bible does not provide an to this question. However, all the major Christian denominations consider civil marriages to be valid. For example, the Catholic Church requires a person, who has undergone a civil wedding and then divorced, to seek an annulment of that civil marriage before remarriage in a Catholic church. Thus the Catholic Church does acknowledge the validity of a civil marriage, although it teaches the importance of a church wedding.

Until the Middle Ages, there was no such thing as a church wedding, and the act of consummation was regarded as a Christian sacrament in the same way as the church wedding is now.
