Generally, No, but check wikipedia's "duty to treat" page for more specifics, and states which are exceptions. Also, on international flights, at times (I believe over international waters), you are under the law of the home country of the airline (Australia has a duty to treat), so you may have responsibilities there.
No, not in my State, at least.
In NJ EMT-Basics are supposed to, it doesn't mean all of them do.
They do not have to stop

Emergency prehospital care for accident victims is typically provided by emergency medical services (EMS) personnel, including paramedics and emergency medical technicians (EMTs). These healthcare professionals are trained to provide immediate medical assistance at the scene of an accident and during transportation to a healthcare facility. They prioritize and stabilize patients, administer medications, perform life-saving interventions, and coordinate with hospital staff for further medical treatment.
It is best to wait for emergency medical services to arrive before moving accident victims from the scene. Moving them incorrectly can worsen injuries. If the person is in danger due to fire or another hazard, try to move them to a safe location, but do so carefully and with assistance.

Being legal means following the laws and not breaking any. It may not always be ethical. For example if you are involved in an auto accident, almost anywhere being legal means stopping and not leaving the scene of the accident. It does not require you to assist any victims. Any others passing by are not legally required to stop. Being ethical, or moral, would involve stopping and helping accident victims whether or not you are involved in the accident or just.
The Red Cross is an excellent charity to contribute to, if looking to help motorcycle accident victims. As a provider of blood products, which are often needed after an auto or motorcycle accident, your money would go to help those in need.
