Yes and no. Dogs are only aggressive if they are trained to be guard dogs or fighting dogs, or have no social skills towards other humans, dogs or animals. A dog can also act aggressive out of intense fear, nervousness, or if it believes that it is the dominant animal in the human-dog relationship and feels it has to protect its master against other humans or animals, regardless whether they're strangers or not. Dogs can also become aggressive if they have been abused and harassed to the point they feel they have to attack first before they get hurt or bothered.
