Yes and no.
Dogs have larger brains in proportion to their body weight than cats, and are apparently smarter, as they are more trainable. Cats' independence is often mistaken for intelligence, but they do seem to have less capability to learn.
Humans have much larger brains than dogs relative to their body weight, and are capable of abstract thought, and of planning for the future, something dogs are not. It is the fact that humans are so smart that has led them to make so many problems for themselves...

Even though I love dogs and cats, I think dogs are smarter. This isn't a fact though, I think dogs are smarter because they can hunt wild animals, do cool tricks, there smart (some) and save people. Why do you think dalmations are firefighter dogs and german shepards are police dogs? Cats are mostly cuddlers, they can jump high and stuff but they can't always firgue stuff out. So you test a cat or a dog if there smarter. It'll be Are you smarter than a dog or cat LOL :P
