As long as your pond is at least 3 feet deep, you can let them in all winter but ensure that you have at least one area that does not freeze over. You can buy a spot heater at most hardware or pet supply stores. Our pond actually froze completely over last year and both goldfish and coi were fine. If your pond isn't more than 3 feet deep, I'd say water temps of 40 or below and I'd bring them inside
so they can be more safe because they are only babies

I really would not put the tadpoles in with the goldfish...the goldfish will most likely eat them all. It depends on the goldfish size, but eventually they will try to eat the tadpoles whether they suceed or not. :/

You may want to add a liner to be on the safe side, but you could have 2 fancy goldfish, one one common or single tailed goldfish. (goldfish grow big and fast)
