In the New Testament an "Elder" was classed as the same as a "Pastor". Sometimes they are referred to as Bishops or Overseers. They were the leaders in the church.
A Deacon is "one who executes the commands of another, a servant. Stephen, the martyr was a deacon. Deacons today assist the pastor in different areas of service to the church.
Paul reveals the qualifications and qualities necessary for both elders (bishops) and deacons of the church in 1 Timothy 3and Titus 1. Rather than list them here, the scriptures should be directly consulted by all concerned.
IF a church is following the Bible as its guideline, then it should first have a Board of Elders, who are the ultimate authority in the church. They are primarily, according to the Bible, Shepherds/Overseers, rather than administrators, so they may assign responsibilities to staff (pastors) or others (such as a Board of Deacons) to carry out specific tasks "on behalf of the Elders.) Thus, the Elders are ultimately responsible for the church in all areas, yet is not designed to do the hands-on service and "administrative" functions. See Acts 6 as a model for hos the Elders see needs, and assign qualified men (and women) to serve by making sure these tasks are accomplished. This could include many "areas" that would normally be thought of as the responsibility of the "non-profit board of directors," yet without giving away control of the Elders. It is the most Bible-like model to have Deacons (male or female) in charge of these areas, and broke in to "teams" to share the load such as; Building and Grounds Maintenance, Finance Team, Kitchen Committee, Information Technology Team, Staff/Human Relations Policies and Procedures, etc. Each taking their tasking from the Elders, and serving not to set their own policies, etc, but to implement the will of the Elders, since t hey are the ultimate authority in the local church.

I can't be exhaustive but I know the following denominations have deacons: Roman Catholic Orthodox Christian Churches in the Anglican Communion (Church of England, Episcopal Church, etc). I know there are a handful of protestant denominations that have deacons. Someone else can help out with that.

We need to value our elders' wisdom because they have lived on this earth longer than we have, and it is only natural to value their opinion.
