As forging degrades and then realigns the microscopic grain the the metal molecularly, forged parts tend to be stronger than machined or cast. When you cast metal, the molecular structure is relatively random, leading to ever so slightly weaker parts than forged. Another weakness of cast metal parts is that if the casting process is done poorly, microscopic air bubbles can form within the castingg, leading to weak spots. The billet metal that machined parts are made FROM is cast.

This is all generalities of course, as a well machined part made with high strength aluminum will be much stronger than a poorly forged part made from weaker aluminum.

Are forged aluminum parts stronger than parts machined from a solid block of similar material?

Forged aluminum parts are indeed stronger than a part machined by a solid block of the same material. The reason for this is that a forged part has been strain hardened through repeated impact force. Forging allows for preferential grain direction to occur as well as a refined grain boundary which leads to precipitation hardening.A machined part from a solid block can contain many micro void/crack defects which can allow crack propagation under load. Additionally a solid block does not experience the same grain boundary refinement and preferential grain flow direction. The same can be applied to other metals in cast vs forged production.
