No, they are different spices.
Cumin is different from fennel...they look the same at first glance, except that fennel seeds are greenish brown in colour and slightly bigger in size, they are sweeter in flavour. Whilst cumin is brown. Their flavours are completely different; also, the smell of ground cumin seeds is much stronger than that of ground fennel seeds.
Yes Powdered cumin is the same as ground cumin - powdered cumin is fine and ground is coarser.

No, ground flax seeds will not give the same results as flour.
If you are making a mexican dish cumin and coriander are often used for various dishes, and can some times be substituted for one another. Although they have almost the same aroma they taste quite different. Coriander leaf (cilantro) and coriander are the most similar in flavor and can be substituted for one another in most cases. Just use about 1/3 as much spice as you would leaf.
Corn Often made with coarsely ground hominy (corn that has the hull/bran removed), polenta is virtually the same but is ground finer.
Plant the two seeds in the same whole in the ground.
Please see related link.
Actually a half cup of whole grain mustard (seeds) is equal to a half cup, plus two table spoons of ground mustard. If your recipe calls for mustard seeds and you are using ground, it seems you can add a little more of the ground mustard. To be safe, I would add the same amount first and then add to taste.
Is Horse Gram and Flax seed same .... The answer is no......
