No , but you do have to get you local top law enforcement official to sign off that you are allowed to possess one . That has been a problem in some counties when that official does not trust his constiuency , is a liberal , and closed-minded . Who ever heard of an individual with prior criminal intent compling with the law, registering a weapon , sound suppressor , etc. with local law officials , and then going out on a crime spree ?
Silencers can only be obtained with an ATF class III license, your local dealer should have the papers for this and there is a $200 fee to apply.
Some corrections. . .They are legal as long as they are registered with the BATFE. You can buy one that's already registered from a class 3 dealer or individual by transferring it through a class 3 dealer on a BATFE Form 4. The registration costs $200 plus whatever the dealer charges, usually $50-$75. If buying from an out-of-state dealer or individual, it must first transfer to a dealer in that state, then to a dealer in Texas. Both dealers may charge a fee but the registration is still $200. Or, you can build one yourself, after registering it, on a BATFE Form 1. It still costs $200 but it doesn't have to be transfered through a dealer. You can download these forms online at the BATFE website. If you are registering as an indivdual you must have the "chief law enforcement officer" for your jurisdiction sign the form. This is usually the sheriff or chief of police but other officials can suffice; check with the BATFE. Getting a qualified signor is often the hardest part of the process. It just depends on your county. However, if registering as a corporation, you don't have to have anyone sign for it. You can form a corporation just for this purpose. This has another advantage as any officer of the corporation can legally possess it. The registration process normally takes three to four months. Anyone who can legally buy guns can register a silencer, machine gun, etc.Suppressors (the proper term) are legal in MOST of the US- some states have restrictions on ownership. However, FEDERAL law requires that any suppressor be registered with the BATFE, and a transfer tax of $200 paid.
Added: In other words they are ILLEGAL, unless you first apply for, and are granted, a FFL license to possess one. Having the FFL license in hand is only the FIRST step - THEN you must determine your state requirements and satisfy them.

yes it is legal, but it is unlawful to possess "WHILE HUNTING" any contrivance designed to silence, muffle or minimize the report of a firearm.
As long as you go through the proper channels to purchase it, a silencer is perfectly legal in Tennessee.
check with the prosecutor's office
Unfortunately yes. But there are ways around it.
if a gun has a threaded barrel, (required for a silencer) it is classified as an "assault weapon" and is illegal in California.
yes silencers are illegal in montana
Depends on where you are, what land, and what you are shooting.
No, you have to have a tax stamp from the ATF... but with that stamp it is 100% legal.
Depending on who you are, no.
That is an extremely difficult question to answer with any accuracy, but the basic answer is, just like anything else that is illegal, somebody in the legislature doesn't think you should own one, so they passed a law saying you can't.
Depends on who is using them and for what.
If you are asking how to change registration of a handgun in Arizona, the answer is, you don't. There is no such thing as registration. Arizona does not require it, and there is no national registration.
Silencers are illegal in SOME states for the general public, but only a few. See link below
You don't. The state of Arizona doesn't require registration.
