Smoke bombs are allowed only in emergencies. The authorities only can order for using smoke bombs. Smoke bombs are used to control violate crowd by the Police or Guards or by Army. Added: WARNING: If you are thinking of making your own "smoke" bombs for agricultural or pest control use - be advised that they are more correctly described as "smudge" bombs and consist of slow-burning/smoldering materials. They may NOT contain any explosive material or you could be in violation of federal law (18 USC Title 18, and 26 USC) and probably some state laws as well.

Could there ever not be enough room in a box for smoke For example if you had a small box with a super strong seal and filled it with thousands smoke bombs what would happen?
You might have some difficulty fitting thousands of smoke bombs in a small box but let's say for the sake of argument that the box is just large enough to fit 1000 smoke bombs and is sealed tightly enough that no smoke could escape. That means that no air could get in and the smoke bombs would not fully deploy, leaving just enough smoke to fill the box. The laws of physics always balance out.
