You first buy a smoke bomb pouch from the Tailors, that unlocks the smoke bombs. Then you go to the Blacksmiths and you'll find smoke bombs under 'ammunition'. Just buy them there :-)

If by stun, you mean throw sand in their faces then all you have to do is be unarmed and hold in square (or X) and then release after a second or two or you buy smoke bombs and you use those to stun the guards.

The answer is that smoke bombs are not designed as lethal weapons. However, it can happen that someone may choke on the smoke and asphyxiate or may have an allergy to the chemicals used in the smoke bombs, that are also known as smoke grenades. Therefore it can be said that sometimes smoke bombs can be lethal.
just keep sending them on missions. if you keep pgrading weapons, they eventually get an axe i believe........ to get pistol, you get it to lvevel 5 i believe, then at level 8-10 (assassin) they get smoke bombs... i am not completely ure, but i have all spots with al level 10 people....good luck
