No. This time the Government of United States is looking into a Guest Worker Program which would initially give only a Work Permit to any Illegal Alien.
Give amnesty means giving Permanent Residency. That is not happening this time.
The Work Permit, so given, allows a former Illegal Alien to legally work and pay taxes. After a set number of years such a Work Permit holder would be tested for English, Clean Background (no crimes), and tax history.
This is just an idea of what is being discussed in the government along with tightening the borders and instituting a E-verify program in which any employer would need to verify the legal status of a worker before hiring.
