The Amnesty Act of 1872 was an act passed that reenfranchised ex-confederates that previously had been barred from voting after the resolve of the civil war (re-allowed them to vote). It was intended to be an October surprise, as it was an election year, to take votes away from Grant, who had obviously been a Union General. The problem is that some people are looking for ways to grant them amnesty from prosecution or deportation, and calling them "undocumented" makes it sound like they are nothing more than US residents who have skipped over a mere technicality. Others believe that amnesty is the beginning of a very slippery slope which will, in essence, throw open the borders to any and all with no oversight of those coming into the country.
