You have different bulbs for low and high beam. Go to an auto parts store and tell them you need two bulbs for you car, low beam. Look in your owners manual on how to change your bulb. You shouldn't need any tools to do this.

If your full beam doesn't stay on, make sure your light switch on the console is actually turned to "on". Unless you've had the daytime running lights disabled, then the lights will be on when switched "off" (!) and this means the full beam doesn't lock on, it only does "flash" mode. When the lights are switched "on", then the full beam should stay on.

You could wire them with the running lights instead of the bright and dim. Otherwise you will have to install a toggle switch to override turning off fog lights when using running lights only. It is against the law to run your fog logs in the high beam mode, you may only use fog lights while in the low beam mode. Not that that matters to most people, but in high beam they will not provide any usable light anyway, or is it you just think it looks cool to have them on even in the high beam mode?
