A "maltipoo" is not a breed, it's a mix of Maltese and Poodle, usually toy poodle. If by "good outside" you mean can a Maltese-Poodle cross be kept mainly outside the answer is absolutely NOT. Both Maltese and toy Poodles are bred to be companion dogs and both are very small and delicate.
No dog should "live outside" but especially not any toy-sized dog. Toys breeds are very sensitive to cold and excessive heat and are in GREAT danger from roaming cats, wildlife, and even hawks. If you cannot keep a dog mostly inside then please do NOT get any dog ... and most certainly not a toy-sized one!
