If by "men" you are referring to humanity, then yes. God endowed people with the capacity for reason, introspection, and an ability to grow closer to the Divine. If by "men" you are referring exclusively to men as opposed to women, then no. Men and women are themselves incomplete parts of the same whole and it is the union of these disparate parts that is valued, not one or the other.

That depends which god you are asking about. Some religions say that their gods favour mankind even over the angels (some even say that the rebellious angels rebelled because of resenting this favouritism). Other religions claim that there are orders of creation higher than Man and more beloved by God (e.g. yazatas in Ormazdism).
If you mean humans, men and women, the answer is yes. That is why God gave us, but not the animals, a soul and free-will. We are made in the Creator's image.
