Mufflers are used on cars because if they have one that makes their pipes loud then everyone will think that they have a big engine under the hood and actually they could have just a lil 4 cyl. Another thing why people put mufflers on there cars is because it gets rid of the nasty fuems that comes out of the engine.

Dodge SRT-4, Fiat 500 Abarath, to name two. Some turbo cars came from the factory without mufflers due to the fact that the turbo already muffles the sound of the engine. Finding a complete list may be difficult.
headers are street legal ,as long as they are installed on an exhaust system with the proper emission control , and mufflers. open headers without cats, and mufflers are not street legal. if the vehicle is pre 1968, only mufflers, are required as cats were not in use at that time.
All cars breathe air ... air is required to ignite the fuel during compression stroke. As for having one visible above the engine hood, contact the state of Virginia Motor Vehicle Department.

No, Virginia code does not require a three day rescission policy. It is not uncommon that a dealer will included on in their contract, however that is done on a dealer by dealer basis, and is in no way required by the state.
