headers are street legal ,as long as they are installed on an exhaust system with the proper emission control , and mufflers. open headers without cats, and mufflers are not street legal. if the vehicle is pre 1968, only mufflers, are required as cats were not in use at that time.
About the only emissions equipment on a 68 was a pcv valve.
Manufactured before 1968. No serial number was required. Many of Winchester mass produced .22 rifles did not have one.
Only if the rifle didn't have one originally and was manufactured before 1968, at which point, all firearms were required to have serial numbers.

The model 121 was manufactured between 1967 and 1973. That's about as close as you are going to get. Update, Federal law required all firearms manufacturers to use serial numbers in 1968. If the Winchester 121 does not have serial numbers, if was manufactured in 1967.
The Gun Control Act of 1968 made it mandatory for all firearms manufactured in or imported into the US to have serial numbers.
