no such thing as placement of shooting badges on dress blue "alphas." the alphas are the jacket with large medals. the dress blue "bravo" is the blues jacket worn with ribbons and badges.
No. Dress Blue Alphas will only be worn during authorized military occasions. Dress Blue Bravos(ribbons, not medals) can be worn at will.
Air crew wings are worn on the dress blue uniform along with the shooting badge and ribbon rack. Medals are worn only for formal occasions.

The Marine Corps Ball is a formal event. Non military personnel attending should wear formal attire. Military Members will be wearing their "Full Dress" Uniform. For Marines that would be your Alphas or Dress Blues, with medals. This would be the civilian equivalent of a tuxedo.

The medals are placed centered above the left breast pocket and centered between the top two buttons. For the ribbons it's the same just on the other side, 1/8" above the right breast pocket.
Depends on if it is Dress Blue Alphas or Bravos. On alphas it is centered, 1/8th in. above the right breast pocket. If it is bravos it is worn with shooting badges above the left breast pocket.
