Some old people, indeed, some people of any age, are burdens to society in the sense that their maintenance and care requires more resources from society than they currently create in terms of productivity. However, the nature and purpose of "society" is to provide support for people in that position in recognition of their contributions to that same society when they were younger, or in recognition of contributions made by others who care about them, etc.
It depends on how you look at it. Although elderly people, including retirees, are not typically a part of the overall production workforce, many are still employed part-time, and many are engaged in social programs. Experienced seniors can teach in a way that most teachers and schools can not. They have first-hand knowledge and historical perspectives, and have much to offer to the younger generations.

They can only be considered a "burden" if they are infirm, destitute, or chronically ill, but this also applies to a substantial minority of younger persons.
