peer to peer programs such as pirate bay are illegal. like Limewire you are stealing music from the artist. the artists put out albums to make money and you are stealing the music. p2p is an easy way to get fined.
P2P in and of itself is not illegal, providing that you are not sharing illegal files. If you use P2P to distribute your own music it is not illegal. If you create some program and want to give it to people, it is not illegal. Where the problem comes in is when you are putting up for download things that are not your intellectual property. It all depends on what you define as a "download helper." If you are talking about a P2P network program, then it depends. As long as the song is not copyrighted, it is legal to download.
