The presiding judge makes the decision as to whether there will be an open court, meaning the public or a closed court meaning only those individuals who have a connection to the case. It would seem that the parents of the defendant would most definitely be allowed to attend. The defining factor would be what part (if any) the parents are involved in the crime or action that is being adjudicated. For example, are the parents considered witnesses, collaborators, etc.
