People aren't fish, and can't breathe under water. Our lungs can't extract (enough) oxygen to sustain life from water. We'd drown.
When people do breathe under water, they do so with the help of equipment that basically let them take a bit of the atmosphere with them, allowing the lungs to work just like they were still above the surface.
