If by mince you mean mince meat, then it is only eaten in certain areas and usually by the elderly (most of us think it's kinda gross). In the case of potatoes than yes, almost everyone eats potatoes. Especially considering that they are native to the Americas so it would only be natural that we would eat them.
Potatoes are native to North and South America; the Romans did not even know about the existence of the Americas, much less potatoes.
