They are legal to a certain extent. The barrel of the gun can be no less than 18 inches long from the tip to the end of the chamber or the over all length from the tip of barrel to the end of the stock. To have one shorter you must first get a special license from the ATF along with a background check. At least that is what I got out of everywhere I looked.
Actually, both answers are only partially correct. A shotgun with a short barrel is only AOW (any other weapon) if it has no stock. If it is a short barrel shotgun with a regular shoulder stock, it is a SBS (short barrel shotgun).
You do not apply for a special license. That is an urban legend. Short shotguns, short rifles, machine guns, and silencers are legal in 38 or 39 states. When you purchase the item, you must pay a $200 tax, not apply for any special license. You pay a one-time tax on each item, so if you buy two silencers, you pay $200 twice.
A few items are AOW. The most common one is, as stated above, a short barrelled shotgun with no stock. That tax fee is only $5.00.
Missouri gun laws say it is illegal to deface a weapon. I am not too sure, but that could mean sawing off half the shotgun. I would call Chris Koster, State Attorney of Missouri, and ask him about your question. You could also send him a letter.
Unless Indiana has some stranger laws than the FEDERAL government, the legal length of a shotgun is the barrel must not be less than18 inches and the over length of the shotgun must not be less than 26 inches. If you cut the barrel off to 18 plus inches, it might look like you hacked it off but it is still legal.

Well since sawed off shot guns are illegal in the US I wouldn't imagine the person you buy it from will check I'd. To buy a regular shot gun you have to be 18 though.
