If you're using the term "silver dollar" to refer to $1 coins minted since 1971, they're not silver and only a few of them are rare. Regular circulating $1 coins minted since 1971 are generally only worth face value. A couple of varieties of 1979 and 1981 Susan B. Anthony dollars were struck; these can be distinguished by their mint marks (clear vs. blurred), with the clear ones being rarer.
If you're referring to true silver dollars - the large (38.1 mm) coins made out of 90% silver - it's much harder to answer the question. True silver dollars were discontinued in 1935 and haven't been in circulation for decades, but if you look at the collector's market some dates are so commonly held that in average condition they're only worth their melt value, while others can sell for well into 7 figures.

Yep, the value will lower. Some silver dollars are worth only there silver content so it will not affect the value those as much as rare coins. I suggest never attempt cleaning a coin.
There really aren't any that could be considered rare. Other than that, there really aren't much that are rare, unless you want to count minor die varieties.

The value of a silver dollar varies based on its condition, year, and mint mark. As of now, common silver dollars like the Morgan and Peace dollars, which contain 0.7734 ounces of silver, are usually worth at least their melt value in silver, approximately $20 to $25, depending on current silver prices.
