No, only decorations awarded by the department of defense are allowed. What you are talking about is a civilian award and means nothing in the military world.
Here is the deal with ribbons, on your dress uniform you must wear all the ribbons you have been awarded, but only those on your service record.
You can get a printout from your admin, be aware that if you have been awarded the same ribbon more than once to apply the appropriate emblem.
