If you mean "do non-citizens of Egypt have to obey Egyptian law while on Egyptian soil (i.e., visiting), nah, do whatever you want. Just kidding. When in Egypt, do as the Egyptians. In addition, if you are going to visit Another Country you should not only educate yourself on the laws of the country but also the local customs and traditions. You may find that a simple jesture, such as shaking hands, might be offensive. But ALWAYS obey the laws of the country you are visiting. You may find in some countries things that are illegal in your home country are not illegal in the visiting country. During the 1800s Egypt was wealthy compared to other African countries, but in comparison to the European powers, Egypt was indeed very poor. It only got worse from there on- Mohammad Ali spent too much money trying to better his country, but instead made it worse of, sending Egypt into more and more debt.
