From what I have known, Jehovah's Witnesses should be neutral in politics (Actually all Christians should be neutral in politics), and Christians should love each other, which including non-Christians. Christians also must not engage in violent activities, such as hurting other people. Since being a police officer need to serve specific political party (which means a police officer is obligated to serve the ruling government) and their job has higher chances of hurting people (including using ammo to catch bad people or stop an uproar),thus being a police officer will hinder a Christian from practicing neutral in political affairs, love others and not engaging in violent activities, so I will say that it is impossible to find a Jehovah's Witnesses police officers. However, there are a few ex- police officers who are now a Jehovah's Witnesses.
Jehovah's Witnesses do not object to working in the police department. Perhaps as a secretary; or an investigator.
But we would not carry a lethal weapon; because carrying one, would require us to use it in certain situations.
Just as we do not train in the killing methods of military service; we would not use 'deadly force' against anyone. When Peter tried to protect his Lord; Jesus told him to put the weapon back.
While we believe in capital punishment; we would not volunteer as the actual executioner.

Not sure if I understand the question correctly but surely any adult Jehovah's Witness or adult non Jehovah's Witness has the right to refuse a blood transfusion. If not then it means that someone else has the right to force a medical procedure on another.
