Yes there are fish that can breath out of water, and in fact some fish such as Betta's and 'lung fish' are adapted to do just that. There are many other species that can gulp air, such as the mud skippers.

You have things the wrong way round. Aquatic turtles make the water toxic to fish. Fish have to try to breath by passing the foul water over their gills. Turtles breath air so the poisons (Ammonia and Nitrite) in the water will not do them any damage.

Yes a fish can drown if they are kept in water completely devoid of oxygen and they are unable to get to the surface to desperately gasp for their lives. Fish breathe oxygen, not water, they filter oxygen out the water through their gills. If the water has no oxygen, they effectively suffocate.
