Archive of Our Own (aka AO3) is a fan-created, fan-run, nonprofit, noncommercial archive for transformative fanworks, like fanfiction, fanart, fan videos, and podfic.
Another site is Wattpad which is home to more than 5 million fanworks and 300,000 fanfiction writers. However, the writing quality may be slightly lower than on AO3.
If you'd like to find fanfic websites or forums dedicated specifically to anime and manga, you can look at Fanficoverflow, and Mangafox.me.
