You can post your art at Photobucket.com, Sheezyart.com, Images.Google.com and any other image/art refernce websites i dont know if this still exists but you could try fanart.theotaku.com...it was the one i posted on before i heard about deviantart and if not you could go to fanartcentral.net
If you are an artist you may have sketches in your portfolio. If you are an investor you may have stock certificates.
Technically, there is NO "best artist" on DeviantART, but there are many artists there who have amazing talent. Some I would recommend you look into are Nearshot, BittersweetObsession, Shimmerhawk, and Chavez666. All very different artists, but very talented as well.

Cartoon background wallpapers can be found at sites such as animationbackgrounds, backgroundsarchive and deviantART. Most of these will be free, but deviantART may charge a small fee to download specific backgrounds (it depends on the individual artist).
You can draw like an artist by drawing sketches on your plain paper and after you finished your picture you can rub out the outlines or your sketch out and will look like a picture you want it to be. >.<

An artist does a number of sketches when planning a painting or a sculpture, these are referred to as studies.
Do your research and find a tattoo artist whose work you like. Ask that artist for some designs and come up with something together. Or, search art sites like Deviantart and commission an artist there for a design.
