They don't. The main thrust towards conserving the panda is based on the fact that pandas are cute. It is not based in any way on the panda's necessity in its ecosystem, human relations, or general "importance".
I don't really get this question.. but I think the asker was saying "Are there laws to help the panda bear?" And yes there are. Protection Laws: Chinese government laws- cannot shoot or harm pandas in any way. Cannot catch or hunt panda bears. Legal Laws also conclude these laws.
