Graffiti is against the law in all of the countries I am aware of. You must approach your cities leaders and petition the boards to allow any painting that can be seen by the public. Some penalties are so silly you can do what you want. The mayor of Las Vegas said on T.V. he would like to CUT OFF the THUMBS of any Vandals he could get a hold of! Do a lot of research. Call Kaboom a non for profit company that helps cities put up murals!

It depends on how you define art, and what graffiti you're talking about. Certainly there is graffiti out there that is amazingly done, beautiful, and completely worthy of the idea of "art."
