Officially you have to carry around an official form of (photo) ID anyway in case of being stopped by the police (and upon request you must produce this) anyway by law in the Rotterdam. I don't know where you are from, but an official (government issued) photo ID card will also suffice. Anyway, concerning coffeeshops/bars/Nightclubs, the same rules pretty much apply.
