There are no "laws" about wearing perfume to work, per se, but if you wear so much as to make a public nuisance of yourself, you can be arrested for disorderly conduct. That's taking the issue a little far, so one wonders why this has become an issue. If your employer has told you to not wear perfume to work, then don't wear it. They probably won't call the police on you, but they can certainly fire you over it.
It means maybe you are wearing perfume yourself. Or maybe someone was just there who was wearing such strong perfume that you can still smell it after they're gone.
