Mexico, definitely. The five most populated cities in Mexico alone, like Mexico City, Guadalajara, Merida and Puebla contain as much population as 50% of the whole United Kingdom (31.7 million for 2010).

Most Mexicans live in houses. However, in cities such as Mexico City, Monterrey or Acapulco, the real estate costs as so high that it is much more profitable to build high-rise apartment buildings and condos. An example of this type of buildings would be the St. Regis Hotel & Residences, in Mexico City (see related links section below).
they are important because it makes more room for other buildings. And buildings that are not high (1-3 floors,+basement) are usually are longer than taller. another reason is that most of the famous buildings in the world are very tall.
There are much more in New York City.
since buildings are made so high and they do not have any support .due to this people are afraid of buildings
I think that England is much more colder than Greece.
It isn't. The Oxford University in England has nothing to do with Mexico. There are, however, some high-schools and technical colleges known as "Colegio Oxford" (Spanish for Oxford College), where they share the name with the prestigious university, but nothing more.
There are currently 48 highrise buildings (buildings above 90 metres) And there are over 100 in construction
If you define 'high rise ' as more then 4 floors, there are many of these in Muscat.
they built with methods used by the native pueblo but changed them to look more like spanish buildings.

It depends on land use and region. Mexico is a country of high contrasts, with regions and cities with life quality equivalent to that of any industrialized nation, as well as regions with health, income and education on par to any Sub-Saharan, undeveloped country. Most urban, single-family homes are one or two stories high, over a plot of roughly 400 square meters (4,300 sq ft). Condominiums aren't usually more than 5 stories high, unless you are in the largest cities such as Mexico City, Guadalajara or Monterrey, where residential complexes of more than 12 stories are common. Office buildings follow the same pattern, however these reach up to 40-50 stories, such as Torre Mayor, the tallest building in Mexico. Size of commercial and industrial buildings depend on what is being sold, built or assembled; small shops and stores can be as small as 9 square meters (96 sq ft) up to large motor vehicle assembly plants and shopping malls, spanning more than 120,000 square meters (30 acres).
It is estimated that there are around 700,000 people living in rooftops in Mexico City. These individuals often inhabit makeshift shelters built on top of buildings due to the high cost of housing in the city. This practice is a result of housing shortages and economic challenges facing many residents.
