Not unless it's for health reasons. Only in the US is it done for cosmetic reasons, in the rest of the world it's either for religious (Judaism, Islam) or for health reasons.
There is a larger representation of South Koreans that are circumcised for reasons other then medical necessity. this is the result of US influence in that country since the Korean War.
In the US the practice was originally introduced during the Victorian era in a bid to stop boys from masturbating which it was said was bad for health. over the years the reasoning for the mutilation changed.
