OSHA Permissible Exposure Limits are legally enforceable limits and are updated very rarely because of the bureaucratic difficulties of doing so. The ACGIH Threshold Limit Values are recommendations made by a committee of experts but have no force of law behind them. However, they are frequently reviewed and can be updated in one or two years, so are based on more current science and more recent expert opinion.
